    国家发展改革委：2025年以工代赈带动超过400万名群众就近就业

    　　中新网12月31日电 国家发展改革委31日上午召开12月份新闻发布会。会上，有记者问，2025年国家发展改革委下达了以工代赈中央投资355亿元，这些资金在稳就业方面发挥了哪些作用？在督促指导地方推动以工代赈项目建设、抓实抓牢重点群体务工组织和劳务报酬发放等关键环节，有何具体举措？ 　　国家发展改革委政策研究室副主任、新闻发言人李超介绍，为更好促进脱贫人口等重点群体就业增收，今年，国家发展改革委会同财政部大幅增加以工代赈专项投资规模，全年下达中央投资355亿元、较2024年增加240亿元，实施项目7000余个，同步指导各地方在其他领域重点工程项目中推广以工代赈方式。初步统计，带动超过400万名低收入群众就近就业。为更好发挥就业带动效应，国家发展改革委重点开展了三方面工作。 　　一是精准谋划建设项目。指导地方围绕劳务用工量较大的领域，实施一批村道巷道硬化、生产道路改造、排灌沟渠疏浚、蓄水工程建设等项目，既帮助群众就业增收，也改善农村人居环境、助力农村产业发展，力争实现“一举多得”。 　　二是拓展重点群体岗位。项目安排优先向脱贫人口、防返贫监测对象、返乡农民工等重点群体较为集中的地区倾斜，同步开展劳动技能培训、公益性管护岗位开发等工作，让务工群众不仅获得劳务报酬，还能提升劳动技能、拓展就业空间。 　　三是提高劳务报酬比例。把劳务报酬占中央投资的比例提高到40%以上，同时引导地方探索简化项目实施程序，支持乡村基层自主实施项目、组织群众务工。通过这些举措，进一步增加群众实际务工收入，让中央投资更充分、更直接带动群众就业增收。 　　下一步，国家发展改革委将推动地方加快已下达投资的以工代赈项目开工建设，同步做好项目常态化滚动式储备，持续发挥以工代赈政策作用。 【编辑:刘湃】|dfg|
