    天津4部门联合出台实施意见 加强运动员文化教育与保障

    　　中新网天津1月4日电 (记者 周亚强 王君妍)记者4日从天津官方获悉，天津市人民政府办公厅近日转发市体育局、市教委、市财政局、市人社局《关于进一步加强运动员文化教育和运动员保障工作的实施意见》(下称《意见》)，旨在推动竞技体育高质量发展，加强后备人才培养，保障运动员全面发展和长远生计。 　　《意见》围绕运动员文化教育、培养输送、社会保障及退役就业等方面提出系列举措。在文化教育方面，强调抓实青少年运动员基础教育，确保适龄运动员完成九年义务教育并达到国家规定的基本质量要求；鼓励体育运动学校采取与优质中小学互挂牌子、互派教师等共建、联办方式，强化文化课教师队伍建设。同时，支持运动队灵活安排学习时间，鼓励在役运动员通过远程教育等方式接受高等教育。 　　在培养渠道上，《意见》提出推动相关高等学校与运动队紧密配合，建立运动员就学管理模式；不断增加天津体育学院、天津体育职业学院等高等学校面向优秀体育人才的特招数量及特招项目；探索建立“3＋4”(体育运动学校3年学制和高等学校本科4年学制)人才贯通培养模式，推动体育职业教育与竞技体育深度融合。 　　保障政策方面，《意见》明确运动员依法参加社会保险，落实工伤保险待遇，并按规定发放退役经济补偿。运动员可通过申请专项资金补助、参加伤残互助保险等方式获得多层次保障。 　　针对退役运动员就业，《意见》指出建立完善竞技体育后备人才管理体制和运行机制；加强运动员职业转换过渡期内培训，支持其从事体育教师、教练员工作，并鼓励自主创业。相关部门将为退役运动员提供技能培训、就业指导及创业贷款等政策支持。 　　据悉，该《意见》自印发之日起施行，此前相关文件同时废止。(完) 【编辑:曹子健】|dfg|
