    中国税务部门曝光4起偷逃“两高一资”货物出口应征税案件

    　　中新社北京12月26日电 (记者 刘育英)中国税务部门26日曝光4起依法查处的偷逃“两高一资”货物出口应征税案件，涉及湖北、河北、福建、广东等地。涉案者分别受到追缴税费款、加收滞纳金并处罚款等处罚。 　　此次曝光的案件中，涉案企业花招频出：有的明知出口货物不属于退(免)税货物，却故意填报为免税收入；有的在税务机关依法通知其按规定申报并补缴税款后，仍拒不履行纳税申报义务；有的以他人名义出口不履行后续纳税申报义务，试图借助空壳企业的“即用即弃”特性逃避监管；有的通过层层委托代理模糊实际委托方信息，达到逃避缴纳税款的目的。 　　为推动高质量发展，中国对高耗能、高污染和资源性(“两高一资”)部分货物在出口环节征收增值税等税费。然而，一些不法分子却心存侥幸，动起了“歪心思”。中国政法大学财税法研究中心主任施正文介绍，“两高一资”货物出口，本质上是资源消耗与环境代价的外向转移，长期来看既加剧了国内资源供需矛盾，也制约了产业结构向绿色低碳升级。 　　施正文分析，通过征税手段，一方面能抬高这类货物的出口成本，倒逼企业减少低附加值、高排放产品的供给，转而投入技术研发、工艺升级，推动产业向节能降耗、循环高效转型；另一方面可引导市场资源向高新技术、绿色制造等优质赛道集聚，优化出口贸易结构，推动出口增长从“量的扩张”转向“质的提升”。(完) 【编辑:胡寒笑】|dfg|
