    国际社会一致认可中国斡旋柬泰，并非偶然

    　　12月27日，柬埔寨和泰国在边界总委员会特别会议上签署停火联合声明。紧接着，柬埔寨副首相兼外交大臣布拉索昆、泰国外交部长西哈萨于12月28日至29日在云南与中方举行三方会晤。在斡旋期间，柬埔寨和泰国都对中国发挥的积极作用表达了赞赏和感谢。国际舆论也普遍认为，在这场“冷战结束后东盟成员国间最严峻的武装冲突之一”里，中国对双方实现停火“发挥了关键斡旋作用”。 　　此次柬泰边境冲突已持续数周，导致大量人员伤亡、数十万民众被迫离开家园，对地区和平稳定构成了直接挑战，也牵动着东盟整体团结与合作的大局。长期以来，国际冲突调解往往面临多重结构性难点，比如当事国的主权独立性、调解方的公正性、调解成果的不确定性等等。此外，过去西方主导的传统调解常常强调所谓“人权”“民主改造”，甚至拉一派打一派，或者是高压强迫当事方快速签署协议，结果经常让冲突进一步复杂、恶化，带有“西方中心主义”色彩的调解也面临巨大的信任鸿沟。 　　此次柬泰冲突中，不仅当事双方都向中国表达感谢，地区国家也广泛欢迎，连一向比较挑剔的西方媒体，都对中方的斡旋努力给予了肯定，这不是偶然的。自局势紧张以来，中方始终秉持客观公正的立场，展开多轮穿梭外交，并为双方直接会谈搭建高级别平台。从中不难梳理出几点关键信息。一是不拉帮结派，而是作为“两国的朋友和近邻”推动停火降温，这是“安危与共”的具体体现；二是不越俎代庖，强调“支持东盟的调解努力”，是对“支持东盟中心地位”一贯承诺的坚守；三是不拱火浇油，始终坚持“对话协商是解决复杂争端的现实有效途径”，外交举措凸显理性务实和非对抗性；四是不附加任何政治条件，让当事方感到舒适，并向柬方提供人道主义物资，目前首批援助物资已经抵达金边，生动践行了“守望相助”的人道主义精神。 　　中方已经明确表示，将“以自己的方式为柬泰巩固停火局面、恢复彼此交往、重建政治互信、实现关系转圜、维护地区和平发挥建设性作用”。这表明，中国的目标远不止于一纸临时停火协议，而是致力于推动双方关系实现根本性改善。柬泰冲突的根源在于双方长期存在的边界争议，中方希望以停火为契机，推动建立长效对话机制，帮助柬泰双方逐步解决历史遗留问题，走出一条持久和平的道路。中国的斡旋行动并非将自身方案强加于人，而是始终尊重当事国主权与东盟中心地位，以真诚的态度和灵活的外交智慧，为矛盾的化解“铺路搭桥”，其成效有目共睹。 　　最近的一系列斡旋实践，与此前促成沙伊和解等一脉相承，让世人更加清晰地看到中国参与全球冲突治理的独特路径。与过去西方主导的许多调解不同，中国不搞居高临下的指手画脚，不附加任何政治筹码，更不借机谋求地缘私利。这种全新的调解范式，源于“命运与共”的根本出发点，也破解了传统国际冲突调解中的信任困境。当事国不必担心调解方偏袒一方，不必顾虑自身主权被侵蚀，而是选择相信“朋友和近邻”的真诚与好意。柬泰愿意在停火后第一时间赴华谈判，本质上是对中国公正性、可靠性的高度认可，是对中国外交理念的充分信任。 　　从巴以、伊核、也门、叙利亚到柬泰，中国始终以建设性姿态参与全球热点问题解决，中国的价值更进一步体现在对人类命运共同体理念的倡导和践行上。柬泰两国与中国山水相连，是共建“一带一路”的重要伙伴。中国积极劝和促谈，正是对安危与共、求同存异、对话协商的亚洲安全模式的生动践行，也为冲突化解提供内生动力与持久支撑。它让世界看到，中国智慧、中国理念不是抽象的概念，而体现在一系列实实在在的和平行动中。这是中国为这个充满不确定性的世界提供的确定性和正能量。 　　来源：环球时报 【编辑:李润泽】|dfg|
