    海南这五年：以资源保护和要素保障支撑自贸港高质量发展

    　　中新网海口12月31日电 (王子谦 尹建军)“十四五”以来，海南统筹推进自然资源保护与要素保障，在国土空间治理、生态安全守护、制度创新赋能等方面取得重要进展，以自然资源高水平保护和高效率要素保障支撑自贸港高质量发展。 　　海南省自然资源和规划厅负责人近日受访时表示，“十四五”期间，海南省及市县国土空间总体规划批复实施，划定了永久基本农田、生态保护红线、城镇开发边界三条控制线，奠定了城乡统筹发展的空间格局，通过构建国土空间智慧治理体系，国土空间综合治理能力大幅提升。 　　在自然资源保护方面，海南落实最严格的耕地保护制度。2024年，海南全省耕地实际保有量742.81万亩，永久基本农田面积648.24万亩；山水林田湖草沙海一体化保护深入推进，南部“山水工程”修复近45万亩，528个历史遗留矿山修复9.67万亩，滨海湿地修复6.82万亩，新营造和修复红树林约8万亩，自然岸线保有率提升至63%，连续多年居全国第一。 　　在要素保障方面，海南构建了“增量保障、存量保障、专项保障、反向保障”四位一体自然资源要素保障体系，坚持“项目跟着规划走，要素跟着项目走”，做好重大项目的保障。 　　据统计，2021年以来，海南累计供应国有建设用地33.23万亩、审批用海20.81万亩，分别较“十三五”增长40.9%、273%，有力保障环岛旅游公路等重大项目建设。作为全国唯一全域农村集体经营性建设用地入市改革试点省份，海南通过逐步完善城乡统一的建设用地市场，累计入市67宗1192亩，村集体及村民直接获益4.55亿元。 　　海南还创新推出“自然资源超市”，统一归集、展示国有建设用地、海域、集体经营性建设用地、矿产资源等自然资源信息，大力营造“找关系不如上超市”的氛围。这也是海南省自然资源和规划系统推进营商环境建设的一项重要举措。 　　数据显示，截至目前，海南“自然资源超市”平台已上架建设用地1600宗，面积8.19万亩，成交1173宗，面积5.87万亩，成交价款1362.89亿元；上架海域使用权180宗，面积35.89万亩，成交86宗，面积9.32万亩，成交价款52.37亿元；上架矿产资源58宗，面积54.9904平方千米。 　　海南节约集约利用水平和历史遗留问题处置也不断提高，2021年以来处置批而未供土地17.61万亩、闲置土地15.96万亩；梳理出1433个国有土地上不动产登记前端历史遗留问题项目，已累计推动化解1400个，化解率为97.7%，惠及群众28.27万户；农垦土地制度改革取得突破，解决垦区“房地分离”报建难等问题，土地资本化达1.52万亩、价值153.52亿元。 　　“十四五”期间，海南以深化“多规合一”改革为核心，初步构建起“1+1+1+N”的国土空间智慧治理体系，即“一张底图”“一套数据”“一个平台”支撑“N个应用场景”。基于该体系，海南创新打造13类“机器管+”应用场景，以统一空间赋码打通规划、审批、供应、开发利用、监测监管全业务流程，构建土地、海洋、矿产三大核心要素的闭环管理体系，实现自然资源要素全生命周期管理、全过程留痕，最大限度减少人为干预，降低廉政风险。 　　海南省自然资源和规划厅厅长贾文涛表示，“十五五”期间，海南将深入开展全域全类型全流程国土空间治理改革，牢牢守住生态和资源安全底线，坚持“全省一盘棋、全岛同城化”，统筹好保护与保障、做优增量与盘活存量、完善国土空间智慧治理体系，不断提升自然资源管理和国土空间治理能力和水平。(完) 【编辑:张令旗】|dfg|
