    旅客违规携带13只濒危陆龟入境 被罗湖海关查获

    　　中新网1月4日电 据“海关发布”微信公众号消息，近日，罗湖海关连续查获2名进境旅客衣服、裤子口袋内携带濒危赫尔曼陆龟11只、豹纹陆龟2只。 　　罗湖海关关员在对进境旅客进行监管时，发现两名男性旅客结伴进入海关监管区未向海关申报，两人行色匆忙，眼神闪躲，并有意从远离查验岗的一侧快速通过，海关关员立即对两人进行拦截检查。经进一步检查，海关关员发现两名旅客上衣和裤子口袋明显鼓起，打开后发现用纸巾包裹的活体乌龟，共计13只。这些乌龟背甲通体呈黄色，盾片带有明显黑色斑纹，腹甲略微凹陷。后经深圳海关动植物检验检疫技术中心鉴定，上述活体乌龟中11只为赫尔曼陆龟，在我国无自然分布，属于外来物种；另外2只为豹纹陆龟。这两种乌龟均属于《濒危野生动植物种国际贸易公约》(CITES)附录Ⅱ列明物种。 图片来源：“海关发布”微信公众号 　　赫尔曼陆龟原产于欧洲南部地中海沿岸，属于中小型陆龟。其背甲呈黑黄相间的圆形，每块盾片上均带大块黑斑，腹甲黄色并带有黑色斑块，尾部末端有一枚角质棘刺。该物种在我国无自然分布，属于外来物种。 　　海关提醒：根据《濒危野生动植物种国际贸易公约》和《中华人民共和国濒危野生动植物进出口管理条例》等规定，除合法持有野生动植物进出口证书外，禁止贸易、携带、邮寄濒危物种及其制品进出境，情节严重构成犯罪的将依法追究刑事责任。根据《中华人民共和国生物安全法》和《中华人民共和国进出境动植物检疫法》及其实施条例等法律法规，未经批准，不得擅自引进外来物种，禁止携带、寄递活体动植物进境。违反规定的，海关将依法追究法律责任。 【编辑:刘湃】|dfg|
