    幸福徜徉在希望的田野上——山南市隆子县致力土地整治赋能乡村振兴

    　　党的二十届四中全会通过的《中共中央关于制定国民经济和社会发展第十五个五年规划的建议》，对“加力实施新一轮千亿斤粮食产能提升行动”“严守耕地红线，严格占补平衡管理，统筹农用地布局优化”作出明确部署，为高原农业高质量发展指明了方向。 　　在山南市隆子县，昔日零散低效的土地、破旧闲置的宅院，变身“田成方、渠相连、路相通”的沃野粮仓，土地整治不仅守住了耕地红线，更激活了乡村振兴的内生动力，让群众在土地上收获了实实在在的幸福。 　　“以前村里不少地块荒着、零零碎碎，现在好了，整治后不仅耕地多了，种地也方便了。”站在隆子镇叶巴村的田埂上，村民多吉望着连片的良田，算起“幸福账”，“村集体分了土地补偿款，我家也拿到了安置费，机械化种地省了不少力。” 　　耕地是粮食生产的命根子，也是乡村振兴的基础。隆子县委、县政府将土地整治作为“保耕地、促发展、惠民生”的关键抓手，深入推进《山南市宜耕后备资源开发三年行动计划》。由隆子县自然资源局牵头，组建专业团队，创新推出“数据库筛查+实地勘测核实+民意征集研判+部门联合会审”的四维摸排机制，结合国土变更调查、土地确权等多源数据，广泛征求村民代表意见，会同农业农村、水利、林草等部门联合会审，精准锁定整治目标。 　　经过细致摸排，全县4个乡镇11个村约2000亩低效用地、27处旧房(宅基地)被纳入整治范围。通过拆旧复垦、宜耕后备资源开发，累计新增耕地2169亩，实现了建设用地总量不增、农用地质量提升、用地布局优化的目标，为县域高质量发展筑牢了自然资源保障。 　　“从立项到验收仅用11个月，2169亩土地就完成了‘变身’。”隆子县自然资源局负责人介绍，为确保工程质量与效率，隆子县通过公开招标引入专业团队，建立“业主代表、监理单位、设计团队、跟踪审计”四方驻场监管机制，从村民协调、技术指导到质量把控实施全链条管控，让每一分投入都用在刀刃上。 　　隆子大地，一幅现代农业画卷徐徐展开：937.67亩耕地完成提质改造，136.96亩未利用地得到有效开发，2032.04亩地块实施地力培肥，土壤肥力显著提升；13426米沟渠、818米引水钢槽、1733米防洪堤坝、2562米引水管道及1处取水口构成完善的灌溉排水系统，彻底终结了“靠天吃饭”的历史；9358米机耕道直通地头，农机可自由穿梭，“田成方、路通畅、旱能灌、涝能排、地力优”的目标成为现实。 　　“以前地块零散，浇水难、运输难，种几亩地累死累活。现在地块平整、水渠相通，大型农机直接开到地头，我家10亩青稞产量比去年增加了30%！”叶巴村种粮大户尼玛开心地说，科学整治让种地变得轻松高效，也让大家的种粮积极性越来越高。 　　土地整治不仅让耕地“增了量”“提了质”，更让群众“得了利”“享了福”，生动践行了以人民为中心的发展思想。通过土地开发整治，隆子县提升耕地1690.47亩(其中耕地后备资源951.89亩)，拆旧复垦提升建设用地结余指标169亩，为县域经济发展提供了坚实用地保障。 　　村庄集中安置区里，学校、医院、文化广场一应俱全，水电路气信全面覆盖，群众告别破旧宅院，住进了宽敞明亮的新房。村集体获得土地补偿1120万元，群众安置补偿超700万元，实现了“住有宜居、耕有良田、服务便捷”的新生活。同时，隆子县还建立“专人管护+绩效考核+费用保障”长效机制，从源头上遏制耕地撂荒和“非农化”“非粮化”，让良田持续丰产、群众持续增收。 　　夕阳西下，航拍镜头中的隆子县，规整的田块、纵横的道路、完善的沟渠与崭新的村庄相互映衬。隆子县以土地整治为抓手，将党的二十届四中全会精神融入乡村振兴实践，不仅守住了耕地红线，更走出了一条产业升级、富民强村、城乡融合的高原特色发展之路，让这片雪域沃土焕发勃勃生机。 　　(西藏日报 本报记者 孙开远) 【编辑:张令旗】|dfg|
