    　　中新网黑河1月4日电 (李静雯)黑河海事局4日发布消息，中俄互免签证政策实施首月，黑河口岸跨境客流迎来高峰，黑河海事局累计保障3.78万人次顺畅通关，同比增长28.87%；监管进出境船舶3008艘次，同比增长19.46%。俄方旅客18622人次、俄方船舶1330艘次，同比增长86.13%和81.20%，为跨境旅客顺畅通关和冰雪旅游安全有序提供坚实支撑。 黑河口岸跨境客流迎来高峰。黑河海事局 供图 　　2025年12月1日，俄罗斯对我国实施临时免签政策，中俄互免签证政策正式生效。 　　随着黑龙江冰雪旅游热度攀升，黑河市凭借“2分钟”跨境区位优势与极寒气候特色，迅速成为中俄跨境冰雪旅游热门目的地。自10月27日气垫船客运首航以来，跨境旅客数量持续攀升，累计达8.84万人次，俄方旅客占比约53%，街头巷尾随处可见中俄旅客结伴游玩、笑容洋溢的热闹景象。 黑河海事局护航通关助力冰雪旅游热。黑河海事局 供图 　　据悉，面对跨境客流与船舶艘次双增长，黑河海事局从四维发力，全方位筑牢安全防线。压实航运公司安全生产主体责任，严格执行船舶开航前自查制度。综合评估航线状况，推行“两个百分百”安检机制，对气垫船垫升风机、推进装置等关键设备和船员履职能力进行全项核查，从源头确保安全“零事故”。采用“现场+电子”监管模式，实施“一船一策”个性化管控。合理规划气垫船通航冰道，实行双通道航行制提升运输效率。通过CCTV视频监控、VHF甚高频通信及智慧海事系统动态追踪气垫船“2分钟”的跨境航程。结合气象数据实时预警，配备应急船艇及时响应，确保监管“零盲区”。实施“单一窗口”电子审批，实现船舶进出港“即到即检”。实时监测客流数据，根据客流变化弹性调配船舶运力，保障游客“零滞留”。此外，为俄方旅客提供必要的双语引导、行李协助等暖心服务，以优质服务实现“零投诉”。与海关、边检等部门建立联勤联动与信息共享机制，完善应急预案及响应流程。统筹协调专业救援装备与应急力量，强化值班值守和资源调度，定期组织开展实战演练，确保险情“零延误”。 　　针对中俄界江国际冰球友谊赛、国际冰雪汽车挑战赛等各类国际性冰雪赛事活动，黑河海事局采取“全周期管家式”安全措施：赛前科学评估活动水域冰面承载力，制定专项安全保障和应急方案；赛中全程驻守现场，配备专业救援设备并时刻关注赛事动态；赛后及时复盘总结，优化跨部门协同机制，持续提升安全保障水平，全力为游客营造安全可靠的冰上旅游环境。 　　“我们将持续优化监管机制，提升服务效能，探索跨境运输安全保障新路径。以专业担当与开放视野，为中俄跨境冰雪旅游提供更加坚实、可靠的海事保障，助力黑河跨境冰雪旅游产业蓬勃发展，让中俄两国游客在黑河尽享安全、便捷、精彩的冰雪体验。”黑河海事局工作人员表示。(完) 【编辑:梁异】|dfg|
