    北京启动专项行动 重点整治四类违规开展互联网新闻信息服务活动乱象

    　　中新网1月4日电 据“网信北京”微信公众号消息，为进一步规范网上新闻传播秩序，提升主流新闻舆论影响力，营造清朗网络空间，即日起，北京市网信办启动为期1个月的“清朗京华·清源正声”专项行动，深入打击整治违法违规开展互联网新闻信息服务活动乱象。 　　此次专项行动重点整治四类违规问题： 　　一是未经许可或超越许可范围开展互联网新闻信息服务。包括未取得许可资质，违规开展互联网新闻信息采编发布服务、转载服务、传播平台服务活动；以及未取得互联网新闻信息采编发布服务资质，违规开展新闻采访、发布新闻信息等情形。 　　二是假冒仿冒新闻单位。包括在名称、头像、简介等账号信息中使用与新闻单位相同或相似内容，违规发布新闻信息；擅自使用“新闻”“报道”等具有新闻属性的名称、标识开设网站平台、注册账号、发布信息；在文中冒用权威媒体知名栏目主持人照片，混淆公众视听等情形。 　　三是发布虚假不实信息。包括使用与新闻信息内容严重不符的夸张标题，或者恶意篡改、断章取义、拼凑剪辑、合成伪造新闻信息，误导社会公众；使用“标题党”、夸张词汇发布涉企虚假不实新闻，集纳企业负面信息，恶意诋毁抹黑企业，干扰企业正常生产经营；借舆论监督名义，发布涉企负面信息，并借机寻求商业合作或对企业进行敲诈勒索，谋取不正当利益等情形。 　　四是新闻单位账号失管被盗。包括新闻单位账号长期停更未进行注销，变成“僵尸号”；新闻单位账号疑似被盗用，发布违法违规或商业营销信息等，误导公众等情形。 　　北京市网信办要求属地网站平台对照四类重点问题进行深入排查整治，从严处置各类违规开展互联网新闻信息服务的“自媒体”账号；持续推进“持证亮牌”工程，对获得许可提供互联网新闻信息服务的公众账号统一增加红“V”标识，明示服务主体名称、许可证编号和服务类别，提升互联网新闻信息服务辨识度。 【编辑:叶攀】|dfg|
