    “送到家门、直发个人” 各地打通育儿补贴发放“最后一公里”

    　　“3600元到账！小小年纪就领上‘年薪’啦。”2025年末，北京市石景山区的宋女士，惊喜地发现育儿补贴到账了，她和许多宝妈宝爸一样，第一时间发了微信朋友圈。 　　“这笔钱特别有意义，我们存在了一个专门给孩子开的账户里。”北京市朝阳区的张女士也兴奋地和记者分享她领取到第一笔育儿补贴后的心情，“通过领取补贴，感受到国家对我们生育、抚育孩子的支持，也实实在在减轻了我们的经济压力。” 　　2025年7月28日，中共中央办公厅、国务院办公厅印发《育儿补贴制度实施方案》，所有3岁以下婴幼儿家庭每年可领取3600元国家补贴，不分一孩、二孩、三孩。2025年12月31日，该年度的育儿补贴申领截止，各地申领情况如何？面对一些家庭申领补贴存在的困惑，该如何更好地架起居民与政策间的桥梁？ 　　从方案到行动，基层政府积极探索打通育儿补贴发放“最后一公里”。 　　近期，北京市朝阳区安贞街道办事处正积极推进育儿补贴政策“送到家”工作，帮助居民顺利完成育儿补贴申领。“这是一项新工作，我们也在积极探索、主动作为。做好线上微信公众号的叠加宣传、统一组织政策宣传工作人员的培训工作后，我们利用‘三个入’即入群、入楼、入户的宣传方式，努力做到居民对政策‘应知尽知，应享尽享’，提升政策的知晓率。”安贞街道办事处民生保障办公室卫健事务组负责人在接受《工人日报》记者采访时说，“此外，我们还专门设立了育儿补贴专项咨询热线，解答社区居委以及居民个人在申领时遇到的问题，有专人负责接听专线，基本所有问题都能在当天或次日给居民回复。” 　　政策宣传“送到家”让这一项惠民福利更精准地触达每一个有需要的家庭，切实减轻居民的生育养育负担。该负责人告诉记者，“我们通过大数据平台监测和日常工作入户走访统计出街道符合申领育儿补贴家庭的动态基数，基本实现应报尽报。” 　　自国家公布育儿补贴制度实施方案以来，多个省份陆续出台育儿补贴制度实施方案、积极探索打通育儿补贴发放的“最后一公里”。据国家卫健委介绍，截至2025年10月2日，全国累计提交2881.4万条育儿补贴申报信息，其中已确认1555.3万条。 　　记者梳理发现，截至目前，包括北京、广东、四川、上海、浙江、江苏、海南等在内，20多个省市已出台相应的实施方案并落实年度补贴的发放工作。北京市之外，黑龙江省七台河市、甘肃省白银市等多地都组织开展了各类育儿补贴制度“进社区、进家门”等宣传和服务工作。 　　开通支付宝、微信等第三方服务平台申请入口，各地通过多渠道申领方式，优化育儿补贴发放方式，让制度福利更便捷地直发居民个人。浙江杭州的龚女士告诉记者，“我是通过支付宝相关页面申领的，目前补贴已顺利到账！” 　　据国家卫生健康委数据，截至目前，全国31个省(自治区、直辖市)均已发放育儿补贴，发放人数超过2400万人，2025年度育儿补贴发放率达80%左右。2026年育儿补贴即将开放申领。（工人日报记者 魏思琪） 【编辑:李岩】|dfg|
