    （经济观察）政策靠前发力 中国拿出“真金白银”

    　　中新社北京1月1日电 (记者 王恩博)岁序更替之际，市场高度关注中国经济政策如何衔接。抓住这一关键时间窗口，近期各方面靠前发力，以“真金白银”传递政策确定性。 　　新一年中国经济重点任务清单上，扩大内需仍居前列。其中，优化实施“两新”(大规模设备更新和消费品以旧换新)，被视为进一步激活需求的重要抓手。 　　国家发改委近日牵头印发《关于2026年实施大规模设备更新和消费品以旧换新政策的通知》，在支持范围、补贴标准、实施机制等方面作出优化。同时，2026年第一批625亿元(人民币，下同)超长期特别国债支持消费品以旧换新资金计划提前下达，政策节奏明显前移。 　　值得注意的是，与2025年相比，2026年“两新”政策“精准发力，提质增效”的特征明显。 　　国家信息中心经济预测部副研究员袁剑琴举例说，2026年消费品以旧换新政策重点补贴覆盖人群更广、带动效应更强的产品。比如，家电以旧换新聚焦冰箱、洗衣机、电视、空调、电脑、热水器等6类产品，强化资金精准投放，让每一分钱都花在“刀刃”上，充分发挥政策带动效应。 　　推动投资回稳，是扩大内需的另一重头戏。 　　2026年提前批“两重”建设(国家重大战略实施和重点领域安全能力建设)项目清单和中央预算内投资计划已于2025年底提前下达，共计约2950亿元，各类资金拨付和使用节奏将加快。国家发改委近期还批复或核准多个重大基础设施项目，包括广州新机场、新建湛江至海口跨海轮渡及相关线路工程等交通设施，浙江特高压交流环网工程、四川大渡河丹巴水电站等能源设施等，总投资超4000亿元。 　　备受关注的国家创业投资引导基金亦于2025年12月26日正式启动运行，由超长期特别国债出资1000亿元，并采取“子基金+直投”方式，吸引地方和社会资本共同出资，预计将形成超万亿元投资规模。 　　据介绍，引导基金将聚焦原创性、颠覆性技术创新和关键核心技术攻关，坚持投早、投小、投长期、投硬科技，并给予更加灵活的退出安排，推动战略性新兴产业特别是未来产业高质量发展。 　　在对外开放领域，随着新版《鼓励外商投资产业目录》(下称《鼓励目录》)出炉，来华发展的外资企业将迎来更多获取“真金白银”的机遇。 　　新版《鼓励目录》共有条目1679条，与2022年版相比增加205条、修改303条，鼓励引导外资投向先进制造业、现代服务业以及高新技术、节能环保等领域；投向中西部地区、东北地区和海南省的优势产业。 　　中国宏观经济研究院对外经济研究所发达经济体研究室副主任原倩表示，修订扩大《鼓励目录》有效回应外资企业关切，优化对外商投资的方向性引导。外资企业将在中国更加繁荣开放的大市场中，深化与本土企业的产业链供应链务实合作，实现互利共赢、共同发展。 　　中国民生银行首席经济学家温彬认为，整体来看，近期政策协同发力，共同筑牢开局基础。宏观政策既精准回应当前供强需弱等现实矛盾，又通过新质生产力培育、制度型开放推进等布局夯实长期发展根基。展望2026年，随着各项政策落地见效，内需增长动力将持续激活，产业升级步伐有望加快。(完) 【编辑:胡寒笑】|dfg|
