    公安部就人民警察法修订草案稿向社会公开征求意见

    　　新华社北京1月4日电(记者熊丰)为维护国家安全和社会治安秩序，保护公民合法权益，加强人民警察队伍建设，规范和保障人民警察依法履行职责、行使职权，经充分调研、广泛征求意见和深入研究论证，公安部起草了《中华人民共和国人民警察法(修订草案稿)》，1月4日起向社会公开征求意见。 　　起草说明指出，现行人民警察法颁布实施30年来，对于保障人民警察依法履行职责、行使职权，推动人民警察队伍建设，发挥了重要作用。进入新时代，国际国内形势和人民警察担负的使命任务发生了新的复杂深刻变化，党和人民对人民警察队伍建设提出了新的更高要求，现行人民警察法已不能适应新时代新要求，有必要予以全面修改完善。 　　修订草案稿共103条，分为总则、职责和职权、组织管理、警务和职业保障、教育训练、执法监督、纪律和惩戒、附则8章。草案稿增加了人民警察队伍建设的指导思想、人民警察保障制度、中国人民警察节等原则性规定。根据人民警察队伍变化实际，从人民警察范围中删去劳动教养管理机关的人民警察、增加司法行政机关的戒毒人民警察。 　　草案稿完善了公安机关的人民警察职责职权规定，同时增加国家安全机关的人民警察、司法行政机关的监狱、戒毒人民警察和人民法院、人民检察院的司法警察职责职权内容。优化了交通和现场管制、行政强制和行政处罚、采取刑事措施等现有规定，增加了服务人民、报警服务平台、警力调动使用、职权行使适度原则等内容。 　　草案稿明确了应承担纪律法律责任的行为以及终身追究责任或者问责的规定，完善了停止执行职务和禁闭规定，增加了人民警察机关责任和对未依法履行职责、超越法定职责范围行使职权相关人员的惩戒等规定。 　　公众可通过公安部网站查阅公开征求意见稿，有关意见建议请于2026年2月2日前，通过公安部网站在线提出或者通过电子邮件方式发送至rmjcfxd@163.com。 【编辑:张燕玲】|dfg|
