    7部门：提质增效实施2026年消费品以旧换新政策

    　　中新网12月31日电 据商务部网站消息，商务部、国家发展改革委、工业和信息化部、公安部、财政部、税务总局、市场监管总局等7部门近日联合印发《关于提质增效实施2026年消费品以旧换新政策的通知》(以下简称《通知》)。商务部消费促进司负责人对《通知》进行了解读。 　　《通知》包括五部分，共13条具体措施： 　　一是是强化工作统筹，优化补贴政策和资金支持机制。2026年汽车报废更新、汽车置换更新、6类家电以旧换新(冰箱、洗衣机、电视、空调、电脑、热水器)、4类数码和智能产品购新(手机、平板、智能手表/手环、智能眼镜)等四个领域执行全国统一的补贴标准。各地要科学制定补贴资金使用和兑付计划，确保政策全年平稳有序实施。规范补贴审核和资金兑付，进一步提高补贴发放效率和政策实施规范化水平。 　　二是给予地方更多自主空间，支持新技术新产品发展。各地可在消费品以旧换新政策框架内，使用地方配套资金，自主实施补贴政策。对各地自主实施的补贴政策，鼓励重点支持国务院“人工智能+”行动明确的新一代智能终端，合理确定补贴品类和补贴标准。 　　三是提升精细化水平，推动补贴资金高效直达。迭代升级补贴信息系统，辅助地方规范高效开展相关补贴申请审核工作，提高资金监管效能。要求各地合理有序实施自主补贴政策，充分发挥不同销售渠道优势，支持线下实体零售发展，提高农村地区消费便利度。 　　四是加强合规管理，防范骗补套补行为。一视同仁支持各类经营主体参与政策，建立统一规范、“有进有出”的消费品以旧换新参与经营主体管理制度。加强产品质量和价格监管，维护消费者合法权益。加强重点风险防范，确保补贴资金用到实处、见到实效。 　　五是健全组织保障，提升政策实施质效。建立健全跨部门协同联动机制，深化部门数据共享交互，提升风险防范水平。要求各地畅通监督举报渠道，强化宣传解读和活动推广，推动消费品以旧换新与打造“购在中国”品牌深度融合，举办系列促消费活动，为群众享受补贴创造场景、提供便利。 　　此外，《通知》还明确商务部会同相关部门制定分品类补贴细则，各地结合实际推动政策落细落地落实。 　　《通知》有以下主要特点： 　　一是惠民生与促消费结合。2026年中央继续安排超长期特别国债资金，各地按比例安排配套资金，支持消费品以旧换新政策实施，推动真金白银优惠直达消费者，让更多绿色、智能产品进入百姓生活，进一步激发消费市场活力，充分体现了党中央坚持惠民生与促消费、投资于物与投资与人紧密结合的坚定决心。 　　二是延续稳定与优化调整并重。2026年继续实施汽车、家电、手机等数码产品等传统领域补贴政策，在保持政策总体延续稳定基础上，适当优化补贴品类和标准。同时，将补贴范围扩大至智能终端等新兴领域，培育壮大消费新动能，带动新技术、新装备、新产业发展。 　　三是“管得好”与“放得活”并举。2026年消费品以旧换新工作加强全国统筹，汽车置换更新等领域补贴政策由地方自主制定调整为全国统一；各地科学制定资金使用计划，均衡有序推进工作；健全部门协同联动机制，保障政策规范高效实施。同时，给予地方更多自主空间，允许各地在消费品以旧换新政策框架内，以智能产品为重点支持方向，因地制宜合理自主制定实施补贴政策，充分调动地方积极性、扩大消费品以旧换新政策效果。 　　该负责人指出，下一步，商务部将会同相关部门，印发汽车、家电及数码和智能产品分品类政策文件，指导各地抓紧细化制定本地区落实举措，推动2026年消费品以旧换新政策尽快落地见效，以实际成效巩固拓展经济稳中向好势头。 【编辑:胡寒笑】
