    上海推出优化营商环境“9.0”版行动方案

    　　中新社上海1月4日电 (谢梦圆)上海坚持每年出台一版优化营商环境行动方案，4日推出第九版。在元旦假期后的首个工作日，上海召开2026年全市优化营商环境大会，并推出26条任务举措。 　　与包含58条任务举措的“8.0版”相比，《上海市加快打造国际一流营商环境行动方案(2026年)》(下称《行动方案》)内容更聚焦凝练，重在推动解决企业反映突出的难点堵点问题，并进一步细化阶段性的具体举措，积极回应企业在“走出去”服务、“反内卷”治理、平台经济监管、跨区域合作等方面的新关切、新问题。 　　上海社会科学院世界经济研究所副研究员高疆接受中新社专访时表示，此版《行动方案》更加聚焦企业实际诉求，政策可操作性强，并释放了以创新驱动发展、进一步扩大制度型开放的信号。 　　此次《行动方案》明确提及“做强‘走出去’服务”，支持虹桥国际中央商务区等率先构建支持企业国际化运营的机制和服务体系。具体包括：加强培训，提升境外投资项目咨询服务能力；完善涉外法律综合服务、跨境税收服务，加强企业“走出去”风险提示，数据出境负面清单适用范围拓展至全市等。 　　“与此前企业主要通过付费咨询公司了解不同，这可以促进企业直接使用有政府背书的综合性公共出海服务平台，提高了出海信息的综合性、时效性和准确性，极大降低了企业出海成本。”高疆说。 　　据悉，虹桥国际中央商务区目前已建立“走出去”专业伙伴合作联盟，并通过打造海外虹桥发展服务中心、建成虹桥国际人才服务中心、升级虹桥海外贸易中心，推动服务集成、信息集成、管理集成，构建覆盖出海全链条的一站式服务平台。 　　作为该平台受益企业代表，威高控股威元集团产业运营负责人文赛兰希望，未来虹桥官方可以提供更便捷的出海绿色通道和政策指导扶持，协助出海企业链接更多优质可靠的海外资源，解决单个企业或民间力量对接海外资源时“力量不足、风险难辨”的困境。 　　“此次推出的很多举措都踩在企业痛点上。”高疆认为，《行动方案》明确为数字经济、人工智能、数据贸易、跨境电商等新模式“站台”，主动拥抱产业创新浪潮。 　　她提到，方案通过修订条例推动服务贸易与数字贸易开放，还专门设立科创企业政务服务窗口，补齐此前服务短板；更针对性地新增“大型企业等经营主体不得滥用优势地位”的条款，精准适配新业态发展中的竞争规制需求。(完) 【编辑:曹子健】|dfg|
