    （年终特稿）2025，中国立法的深意、绿意与暖意

    　　中新社北京12月29日电 (记者 谢雁冰)随着2025年最后一次全国人大常委会会议落幕，年度“立法答卷”呈现在公众面前。 　　一年来，从5月公布年度立法工作计划，到年末完成一系列重点法律草案审议，全国人大常委会持续以高质量立法保障高质量发展，守护民众美好生活。 　　“通过！”4月30日上午，人民大会堂内，十四届全国人大常委会第十五次会议表决通过民营经济促进法，该法自5月20日起施行。中国有了第一部专门关于民营经济发展的基础性法律。 　　从“公平竞争”“投资融资促进”“科技创新”，到“规范经营”“服务保障”“权益保护”，民营经济促进法积极回应民营企业发展中的重点关切，法治“定心丸”提振民营经济发展信心。 　　不仅如此，这一年中国不断完善经济领域立法，修改反不正当竞争法、海商法、对外贸易法、仲裁法……一系列法律的修改出台有助于维护市场经济健康运行，优化对外贸易发展环境，足见立法护航高质量发展的深意。 　　法典长卷启，青山入画来。今年4月，生态环境法典草案首次亮相。继民法典之后，中国第二部以“法典”命名的法律立法进程备受关注。 　　一年来，生态环境法典编纂稳步推进，9月和10月各编草案分拆为两批完成了二审，12月分拆审议后再“合体”的草案三次审议稿提请审议。 　　翻开厚重的法典草案，总则编第一条立法目的中便写入了“保障公众健康和生态环境权益”。生态保护编转变以往以单一生态要素为保护目标的立法思路，突出系统保护理念。绿色低碳发展单独成编，为绿色低碳领域执法、司法等提供更为有力有效的规则。 　　不只在生态环境法典草案中，这一年的立法工作里，“生态保护”多次出现，更多“绿意”成为法治画卷上的鲜明色彩。 　　国家公园法出台，加强对国家公园的保护和管理，保持重要自然生态系统原真性和完整性；耕地保护和质量提升法草案提请审议，严守耕地保护红线，加强耕地生态保护。法治力量持续守护绿水青山。 　　衡量善法的一个重要标准，是对国计民生重要问题的关注和回应。 　　去年夏天，一则“罐车运输食用油”的媒体报道受到广泛关注，引起公众担忧。 　　民有所呼，法有所应。今年食品安全法修改，主要针对液态食品道路散装运输和婴幼儿配方液态乳，以“小切口”模式回应社会关切，解决突出问题。 　　医疗保障法草案提请审议，优化医疗保障服务；托育服务法草案提请审议，为万千家庭纾解“育儿焦虑”；民用航空法修改，加强旅客权益保障…… 　　一年来，全国人大常委会加强社会民生领域立法，一部部法律的制定、修改涵盖衣食住行方方面面，直击民生痛点，彰显法治温度，释放出立法为民的融融暖意。 　　立法为民也体现在立法过程的日益开放中。今年，国家立法“直通车”迎来重要时间坐标——全国人大常委会法工委基层立法联系点设立10周年。 　　10年来，开门立法的大门越开越大。截至目前，全国人大常委会法工委共设立54个基层立法联系点，覆盖31个省区市，带动省、市两级人大设立基层立法联系点7800多个。 　　民众的“金点子”搭上“直通车”，跨越千山万水来到立法机关，被认真研究、吸收采纳，使立法更契合民心。 　　回望2025年，中国立法工作既有锚定“国之大者”的宏阔格局，又有呼应“民之关切”的枝叶关情，在全面依法治国新征程上刻下重要印记。(完) 【编辑:付子豪】|dfg|
