    海南产经新观察：“新官理旧账”提振市场主体发展信心

    　　中新网海口12月31日电 (记者 符宇群)在31日举行的贯彻海南省委经济工作会议精神暨自贸港封关进展情况新闻发布会上，海南省营商环境建设厅党组成员、副厅长、新闻发言人王雪皓说，2025年以来，归集梳理了存量的历史遗留问题950件，已经解决716件，办结率75%以上。 　　海南坚持“新官理旧账”，将营商环境历史遗留问题的解决作为重要的政绩，开展涉企历史遗留问题攻坚行动。此项行动开展后，海南构建营商环境法治会诊机制等一系列创新制度和机制，推动解决了一批跨层级、跨领域和跨区域的历史遗留问题，有力提振了市场主体的发展信心。 　　“新官”要理“旧账”，如何下更大力气推进历史遗留问题解决？王雪皓强调，要“消存量”，压实各级各部门主体责任。 　　海南明确各市县、各部门是本行政区域、本领域范围内营商环境问题处置的责任主体，主要负责人对本地区、本部门的营商环境问题全面负责。 　　同时，海南要求充分发挥营商环境领导小组作用，强化巡视联动和监督问责，推动12345热线平台与“监督一张网”平台在更大范围贯通衔接，通过领导领办、提级办理、重点核查以及挂牌督办、案例通报等方式，加强历史遗留问题核实处置过程的指导监督，形成监督监管贯通协同的工作合力，推动历史遗留问题实质性解决。 　　不只是“消存量”，也要“遏新增”，强化问题源头防控和治理。 　　具体就是，要积极构建促进企业高质量发展的统筹性服务机制和促进企业全生命周期合规经营的服务机制；持续强化干部法规政策的学习培训，提升法规、政策解读适用以及外语服务等方面的专业能力，增强法规政策解读适用的精准性、针对性与合规性，指导促进企业依法合规经营，强化实质性决策合法性审查，提升政府依法行政水平；加强诚信政府建设，不断完善和推广政府合同履约监管机制，从源头避免产生新的营商环境问题。 　　王雪皓也指出，推进历史遗留问题解决还要“治根本”，持续推进“一个问题”到“一类问题”解决；“建机制”，健全问题核实处置制度体系。 　　就“治根本”而言，海南开出“药方”：利用大数据、云计算、人工智能等科技手段，建立分析研判机制，聚焦破解制约企业行业高质量发展中的深层次矛盾、基础性问题和制度性障碍等共性问题，定期形成“一类问题”专报，推动各市县和各职能部门举一反三，完善制度，补齐短板，实现“一个问题”到“一类问题”的解决。 　　如何“建机制”？海南官方要求贯彻落实《营商环境问题核实处置工作意见》，建立健全营商环境问题核实处置制度机制；构建提醒敦促函、责令整改通知书、重点督办通知书、责任约谈通知书等“三书一函”监督工作机制；强化重大疑难复杂问题法治会诊机制运用，提升解决问题的法治能力；健全涉企紧急诉求快速直通会商机制，搭建对企业紧急诉求联合会商处置的“快车道”，推动问题快速响应解决；建立园区营商环境问题高位推动“呼应”机制，形成对园区企业发展突出问题、历史遗留问题等问题攻坚合力，不断提升企业获得感和满意度。 　　“营商环境只有更好，没有最好。”王雪皓表示，海南将持续推进营商环境表层修复和深度优化，积极打造“一到海南、万事不难”的发展环境，让企业在海南放心投资、安心经营、舒心发展。(完) 【编辑:刘阳禾】|dfg|
