    婚假政策难落实，惠民新政如何打通“最后一公里”？

    　　“公司不承认省里文件，婚假只给3天”“私企说没看到红头文件，就是不执行”“我们事业单位也说没接到上级通知，不让休20天婚假”……11月26日，四川省延长婚假至20天的新规甫一出台便收获无数期待。然而，一个月过去，在“问政四川”平台上，有关婚假申请被拒的咨询与投诉却接踵而至。政策“热发布”遭遇一些企业“冷执行”，令人深感遗憾。(见12月26日《四川法治报》) 　　四川出台新规将婚假延长至20天，这本是一项暖人心、顺民意的婚育支持政策，却在实施过程中遭遇“冰火两重天”——政策发布热度未减，企业执行却普遍遇冷。这一现象暴露出政策从纸面到现实的“最后一公里”梗阻，值得深思。 　　新政执行难，首先在于一些企业对政策理解存在误区，甚至刻意规避责任。其中有些固守“国家规定3天婚假”的旧认知，忽视地方法规的更新。事实上，根据劳动法及多地《人口与计划生育条例》，地方政府有权在国家基础婚假之上增设奖励假。如江苏、浙江等地已明确延长至13天甚至更多，四川省此次延长至20天亦属合法合规，因而“未收到红头文件”等理由是典型的推诿话术。法律效力不以企业是否“知情”为前提，用人单位有义务主动了解并执行属地劳动政策和法规，不能以“不知情”对抗劳动者法定权益。 　　其次，政策传导机制不畅，基层执行缺乏刚性约束。尽管省级文件已出台，但部分用人单位仍依赖“上级通知”，这是一些系统中“文来文往”的惯性思维导致。同时，有关方面在政策过渡期缺乏主动宣传与督导，导致政策落地过程出现真空。正如某地有职工反映“多次申请补休13天婚假被拒”，即便诉诸12345热线仍石沉大海，可见维权成本高、处置效率低，进一步削弱了政策权威。 　　此外，许多劳动者担心因请婚假影响晋升、绩效甚至被变相辞退，无奈只好忍气吞声。相关企业则利用这种心理，形成“你不休，我不批”的潜规则。长此以往，政策便成了可选择性执行的摆设，这损害的不仅是个人权益，更是政府公信力与法治权威。 　　打通政策落地“梗阻”，需多方协同发力。一要强化政策宣传贯彻与执法监督。有关部门应联合发布政策解读指南，通过官方平台、企业联络群等多渠道推送，并对重点行业开展专项巡查，对拒不执行的企业依法惩戒。二要明确执行标准与追溯机制。对于新规施行前登记、尚未休婚假的职工，应明确其享有补休权利，杜绝“过期作废”的错误操作。三要畅通维权绿色通道，降低职工举证门槛。四要推动企业观念转型，将婚育支持纳入企业社会责任评价体系，对积极落实婚假、育儿假的企业给予税收优惠或政策激励。 　　婚假不只是几天假期，更是社会对婚姻尊严的尊重、对个体幸福的体恤，也是构建婚育友好型社会的有益举措。地方性的婚假新政只是第一步，真正让新人“结得起婚、休得了假”，还需制度刚性、执法力度与人文温度的共同托举。期待类似惠民新政能尽快打通“最后一公里”，成为百姓实实在在的福利。（工人日报） 【编辑:李岩】|dfg|
