    国家文物局开展第三批国家文物保护利用示范区创建申请工作

    　　中新网12月26日电 据国家文物局网站消息，12月26日，国家文物局发布《关于开展第三批国家文物保护利用示范区创建工作的通知》。按照《国家文物保护利用示范区管理办法》有关规定，进一步深化改革、激发创新，加强文物系统性保护，让文物真正活起来，国家文物局现开展第三批国家文物保护利用示范区(以下简称第三批示范区)创建申请工作。有关事项通知如下： 　　一、基本要求 　　国家文物保护利用示范区，是指由国家文物局同意设立，依托不同类型文物资源，通过创新工作机制，在文物保护利用深化改革、科学治理、融合发展方面具有全国性示范意义的区域；依托市级、县级行政区划设立，以市级、县级人民政府为主体，提出创建申请、列入创建名单、编制实施方案、开展创建工作、接受评估验收、推进常态建设。 　　第三批示范区创建工作要坚持贯彻落实文物工作方针和党中央文物工作要求，完整准确全面贯彻新发展理念，围绕党的二十届三中、四中全会提出的改革发展任务，立足文物保护利用新形势新需求，坚持问题导向，突出文物保护利用体制机制改革和发展思路创新，突出各类文化遗产资源、各方面优势政策力量系统集成，突出文物事业可持续发展，突出文物工作与经济社会发展深度融合、双向促进，突出发挥文物资源对满足人民美好生活需要的优势作用，瞄准文物保护利用改革重点难点，率先实现突破、取得经验。 　　二、申请条件 　　(一)资源禀赋突出。文物资源丰富、特色鲜明，具有系统整合和集中连片保护利用的条件。 　　(二)工作基础良好。文物保护状况较好，近三年无重大文物违法犯罪案件和重大文物安全事故发生；文物资源开放利用有序，促进经济社会发展作用持续彰显；文物保护管理机构和人员队伍齐备。 　　(三)创建目标清晰。提出明确的创建主题和示范领域，以及整体思路、主要任务举措等；预期能够形成可复制可推广的文物保护利用经验做法。 　　(四)地方高度重视。创建目标契合当地及所在省(自治区、直辖市)的整体发展要求；当地党委和政府能够为国家文物保护利用示范区建设提供组织、政策、资金及其他支持。 　　三、申请程序 　　(一)市级、县级人民政府按照《国家文物保护利用示范区管理办法》和国家文物局有关工作要求，填写《国家文物保护利用示范区创建申请书》(见附件)，报省级文物行政部门。 　　(二)省级文物行政部门对市县填报的《国家文物保护利用示范区创建申请书》进行初审、筛选，向国家文物局推荐。初审工作要对标党中央关于加强文物保护利用改革的部署要求，立足本地区文物事业发展全局，加强指导、综合研判，实事求是、注重质量，确保后续工作可持续，确保示范性、引领性。原则上，每省(自治区、直辖市)最多推荐1项创建申请。 　　(三)国家文物局组织开展材料审查、现场考察、会议评审等工作，核定并公布第三批示范区创建名单，不断完善示范区建设相关制度安排。 　　请各地文物行政部门认真组织第三批示范区创建申请工作，于2026年3月20日前将本省(自治区、直辖市)相关申请材料报送国家文物局。 　　附件：国家文物保护利用示范区创建申请书 【编辑:叶攀】|dfg|
