    国家通用语言文字法修订：为网络空间用语用字“立规矩”

    　　中新社北京12月27日电 (记者 曾玥 谢雁冰)当“爱你老己”的网络热梗在2025年末席卷社交平台之际，中国立法机关27日表决通过国家通用语言文字法修订草案，为网络空间用语用字“明要求”“立规矩”。 　　作为中国第一部有关语言文字的专门法律，国家通用语言文字法自2001年实施至今已有20多年。其间，信息技术深度融入生产生活，语言文字的使用场景、传播速度和影响范围发生巨大变化，法律实施面临新形势新任务。全国人大常委会法工委行政法室负责人介绍，修订后的国家通用语言文字法推动国家通用语言文字信息技术创新发展，推进国家通用语言文字的信息化、数字化、智能化建设。 　　近年来，网络流行语言的创新与变异相伴相生。一方面，生动活泼、富有创造力的表达不断涌现，丰富了语言文字的表现力；另一方面，一些中英混杂、随意拼写、谐音替代、错别字泛化的现象，也在潜移默化中削弱语言规范。 　　例如，随着短剧的爆发式增长，“霸总”“掉马”“重生”等高频词汇引发社会公众对语言审美和价值导向的担忧；当网络游戏成为人们日常生活中的一部分，脏话、辱骂、低俗绰号、错别字泛滥等语言失范现象日益凸显；在社交平台的互动交流中，“黑话”“烂梗”和恶意缩写污染网络语言生态…… 　　修订后的国家通用语言文字法对上述现象作出回应。法律规定，网络文艺节目、网络剧、网络电影等网络视听节目以及网络游戏等网络出版物应当以国家通用语言文字为基本的用语用字；信息处理和信息技术产品以及政府主办的或者提供社会公共服务的门户网站、移动应用程序等互联网信息平台中使用的国家通用语言文字，应当符合国家的规范和标准。 　　观察人士指出，修订后的国家通用语言文字法为网络空间用语用字提供了一套清晰的“标尺”，通过明确标准、明晰边界，推动各方在内容生产、审核和治理等方面承担起相应责任，更好引导语言文字在规范、文明的基础上创新发展。 　　值得关注的是，此次修订不只适应国内语言文字实践发展，还更好发挥国家通用语言文字在国际交流中的作用。新法明确，在境内举办的国际展览、国际会议等，其标识、标牌、宣传品等需要使用外国语言文字的，应当同时使用国家通用语言文字；国际中文教育应当教授国家通用语言文字，通过国际交流合作促进人类文明交流互鉴。 　　有评论认为，修订后的国家通用语言文字法有助于在更广范围内更为规范地展现国家通用语言文字之美，更好推动中外文化交流与文明互鉴。 　　此外，此次修订既设“标尺”，也立“戒尺”。新法将“法律责任”单设一章，坚持处罚与教育相结合，明确执法主体，完善批评教育和处罚措施。 　　专家表示，此次修订与时俱进，既回应了网络空间用语用字出现的新情况、新问题，也为国家通用语言文字在数字时代的规范使用和创新发展提供了更加坚实的法治保障。(完) 【编辑:刘欢】|dfg|
