    2026年“两新”“两重”政策更加优化

    　　2026年“两新”(大规模设备更新和消费品以旧换新)政策有哪些新变化？当前，“两重”建设(国家重大战略实施和重点领域安全能力建设)有何新进展？12月31日，国家发展改革委举行新闻发布会，围绕相关问题进行了回应。 　　国家发展改革委政策研究室副主任、新闻发言人李超在会上介绍，2026年“两新”政策重点在设备更新政策惠及面、支持绿色低碳智能产品推广应用、资金使用监管等方面进行了优化。 　　“目前，设备更新范围涉及22个分类，已基本涵盖绝大部分行业和领域。我们进一步优化了项目申报机制和审核流程，大幅降低投资额门槛。”李超说，国家发展改革委正会同财政部，组织全面梳理自查设备更新项目建设情况和资金支出情况，加快项目建设实施，提高资金使用效率。同时，还将会同有关方面，加强对设备更新项目全链条监管，切实解决企业诉求。 　　在消费品以旧换新方面，2025年下半年以来，国家发展改革委会同商务部等部门，组织各地区全面开展问题核查整改，特别是针对个别企业和个人骗补套补、经销商和平台“先涨后补”、补贴资金错发多发少发、资金审核兑付效率低、政策落实和资金管理不规范等5个方面典型问题，进行了集中整治。 　　“在此基础上，我们充分论证、有针对性地完善了2026年的政策实施机制。”李超说，在原有资金分配标准基础上，综合考虑前期政策执行情况等因素，合理确定各地资金分配规模。同时，对拖欠兑付较严重的地区，将通过适当方式加大督促和惩戒力度。 　　“我们将指导地方均衡有序支出补贴资金，做好跨周、跨月、跨季度平稳衔接；要求地方建立补贴资金预拨制度，减轻企业垫资压力。”李超表示，将严厉打击违法行为，重点做到严格资金审核、严格价格管理、严格执法监管。组织开展专项行动，对骗补套补、“先涨后补”等违法违规行为，发现一起、查处一起、曝光一起。 　　此外，李超介绍，“两重”建设的战略性、前瞻性、全局性进一步凸显。近日，国家发展改革委组织下达2026年提前批“两重”建设项目清单和中央预算内投资计划，共计约2950亿元，加快各类资金拨付和使用节奏。 　　李超表示，国家发展改革委近期批复或核准多个重大基础设施项目，包括广州新机场、新建湛江至海口跨海轮渡及相关线路工程等交通设施，辽宁省辽东半岛水资源配置工程、云南省丽江市南瓜坪水库工程等水利设施，浙江特高压交流环网工程、四川大渡河丹巴水电站等能源设施等，总投资超过4000亿元，将进一步完善我国现代基础设施体系。 　　(本报记者 刘坤) 【编辑:李岩】|dfg|
