    福州将率先实现“医保政策范围内生育‘无自付’”

    　　中新社福州12月30日电 (记者 闫旭)记者30日从福州市政府新闻办举行的发布会上获悉，福州市将在全国率先实现“医保政策范围内生育‘无自付’”“生娃不花钱”的目标。 　　近期，福州市委、市政府研究出台《福州市进一步完善医保生育支持政策助力我市人口高质量发展有关措施》，拟于2026年1月1日起正式实行。 　　该政策配套推出一系列深化举措，创新构建了政策红包、服务礼包、呵护工具包立体化支持体系，包括强化生育服务支持，加强育幼服务体系建设，强化住房、教育、就业等支持措施，营造生育友好社会氛围等。 　　其中，政策红包里共有4大政策。在降低生育成本方面，福州将实现产前检查职工全免费、居民在3000元人民币支付限额内全免费；住院分娩医保政策范围内职工、居民全免费；取消“分娩镇痛”医疗服务项目的先行自付，并100%报销；同时将政策覆盖范围扩大至参保男职工的未就业配偶。 　　在加强儿童健康服务方面，2026年起出生的0—3岁婴幼儿免费参保，并提高婴幼儿门诊报销封顶线，规范开展儿童家庭医生签约服务。 　　在优化医保经办流程方面，定点医疗机构为参保人办理产前登记后，产前检查、住院分娩均可直接结算，生育津贴免申即享。 　　在加强财税支持方面，落实生育津贴、育儿补贴免征个人所得税和3岁以下婴幼儿照护等个人所得税专项附加扣除政策。 　　此外，福州将为育龄妇女提供免费婚检、孕前优生检查、孕中唐氏筛查等“一站式”服务，在22家市县属公立助产机构全面推行孕产妇免陪照护服务，为新生儿提供户籍登记、医保参保、社保卡申领等集成服务等。(完) 【编辑:李润泽】|dfg|
