    2025楼市前高后低,业内预计调整四年后已逐步企稳

      第一财经 孙梦凡   2025年楼市遏制了螺旋式下滑风险,初步实现止跌回稳目标。   自2021年下半年以来,房地产本轮调整已有四年有余。刚刚过去的2025年,是行业迈入企稳修复的关键一年,也是政策从“托底纾困”转向全面提振信心、激活住房需求的一年。   这一年,行业多项关键数据,显示房地产“止跌回稳”出现一定成效。机构数据显示,2025年商品房成交规模降幅较上年收窄,预计全年销售面积约8.9亿平方米、销售金额8.4万亿元,其中四季度百城新房成交面积环比增长4%、12月环比增长18%。   楼市情绪的真实“温度计”——二手房交易市场,今年则真正进入“市场化深水区”,新房市场与二手房形成泾渭分明的运行体系,价格、客户等特征均大幅分化。受挂牌量高企等因素影响,存量房价格持续下调,刚需房源成为交易主力,并带动成交量提升。   “在一系列政策干预下,2025年住宅市场暂时遏制了螺旋式下滑风险,初步实现止跌回稳的目标。”机构报告显示,但深层次的结构性库存问题、房价盘整预期仍未完全解决,预计2026年政策有发力空间,市场将进入“弱复苏、缓平衡、深分化”筑底阶段。   全力清理限制性政策   2025年,房地产行业的政策主基调是清理限制性措施、促进住房需求释放。   根据中指研究院监测,截至12月1日,全国有超210省市(县)出台政策约560条,政策优化频次较2024年有所下降,主要围绕激活需求、优化供给两方面落地具体举措。   为激活购房者的购房需求,各地主要从清理限制性措施、优化公积金贷款、加大购房补贴力度、降低住房交易税费等方面发力,以持续降低购房成本,释放潜在购房需求入市。   12月末,北京发布楼市新政,进一步放松限制性政策,从限购、信贷、公积金贷款等方面进行优化,降低非户籍家庭社保/个税年限要求,不再区分首套、二套商贷利率。   作为全国楼市调控的“高地”,北京接连放宽限购等政策极具代表性,意味着楼市已进入基本清理不合理限制措施的时代。其他城市中,广州全面取消限购、限售、限价,上海放宽郊区限购条件,深圳放宽非核心区限购,政策优化力度逐步加大。   截至目前,全国层面首付比例、房贷利率已降至历史低位,公积金贷款政策也大幅放宽。一线及核心二线城市,陆续放松了实施多年的限购政策,部分区域或改善型需求的限制被解除。   为促进市场交易、打通置换链条,全国层面的降税费政策也在发力。譬如,日前财政部发布新政,将个人购买不足2年的住房对外销售的增值税征收率由5%下调为3%,大幅降低了二手房交易成本,有利于加速交易流转,提升二手房交易活跃度。   在激活市场需求的同时,存量房“去库存”行动也在展开,以促进市场供求恢复平衡。   据中指不完全统计,截至11月末,全国各地公示拟使用专项债收回收购存量闲置土地的数量超4800宗,总用地面积超2.5亿平方米,总金额超6500亿元。在收购存量商品房方面,多地收购项目落地,比如截至9月初,广西累计收购存量住房2.9万套。   与此同时,各地去库存、控增量、优供给多管齐下,在住房发展年度计划中,遵循“人、房、地、钱”的要素联动机制,对供应规模、供应结构进行明确及优化。如北京明确加大站城融合力度,成都深化土地供应“三色”管理机制,“好房子”建设也在发力。   易居研究院表示,2025年,全国房地产政策的精准性显著提升,各地摆脱了以往“一刀切”的调控模式,根据市场供求状况、人口流动趋势、库存水平等因素制定差异化政策。一线城市政策以“边际优化、稳中有松”为主,二线城市政策则“全面放松、精准刺激”。   楼市“先升后降再稳”   数轮调控政策作用下,今年的楼市行情也几经变幻。   克而瑞表示,今年一季度市场呈现升温态势,3月“小阳春”创下年内成交小高峰;5月中下旬至6月,市场又迎来一轮集中爆发,刚需和部分改善需求迅速入场,7、8月成交量高点回落。到四季度,百城新房成交面积环比小幅增长4%,其中12月新房成交面积环比增18%。   从全年新房交易规模看,该机构表示,2025年预计销售面积约8.9亿平方米、销售金额8.4万亿元,分别同比下降9%和13%,其中销售面积降幅较上年收窄4个百分点。“2024年下半年行业交易量已大幅抬升,2025年新房交易量同比降幅收窄的表现,符合市场较佳预期。”   改善型住房需求,成为今年新房市场的重要支撑。根据中指监测数据,2025年以来,30城120平米以上户型新房成交占比持续提升,其中120~144平米户型占比超30%。从成交总价段看,前11月北京、上海1000~2000万的新房成交套数同比分别增长38%、22%。   尽管如此,经过四年深度调整周期,当前新房市场的整体成交规模,已较2021年的峰值下降近五成。从整个“十四五”时期来看,中指研究院指出,期内全国新建商品房销售总面积约58 亿平米,较“十三五”下降 25%,2025年销售面积较历史高点下降约五成。   曾经高增长、追规模的房地产企业,也在行业出清周期逐渐“瘦身”。截至2025年末,行业销售规模超千亿的房企仅十家,依次为保利发展、中海地产、华润置地、招商蛇口、绿城中国、万科地产、建发房产、中国金茂、越秀地产、滨江集团。   相较于新房市场的不断“瘦身”,二手房市场已成为楼市成交的“主力战场”。   克而瑞表示,去年二手房市场与新房不再是简单的联动关系,而是形成了泾渭分明的“双轨运行”体系,两者在价格体系、客户群体、流通逻辑上均出现显著背离。新房“限价锚”逐渐消失后,与周边二手房“价格倒挂”逐渐消失,使得二手房价格真正进入“市场化深水区”。   从成交趋势看,二手房成交全年呈“先升后降再稳”走势,稳住了基本盘。据克而瑞监测数据显示,2025年全国重点30城市二手住宅累计成交面积约2.14亿平方米,为新房面积的1.85倍,同比持平微增0.2%,成交规模再次创2021年行业调整以来的新高。   易居研究院表示,2025年截至11月,北上广深四个一线城市,全年二手住宅的累计成交量达到519021套,不仅超越2024年同期水平(496532套),更是近四年来首次突破51万套大关,达到近9年的第三高水平,仅次于2020和2021年。   “一线城市二手房交易积极态势值得肯定,它标志着市场在经历2022年的周期性深度大调整后,已连续三年实现稳步回升,复苏轨迹清晰且稳健。”易居研究院认为,得益于各地积极有力的购房政策支持,市场基本面积极修复,价格调整到位后需求出现释放。   2026继续去库存稳预期   2025年的楼市虽止跌回稳见成效,稳住了整体成交规模,但仍存在一些深层次问题。   易居研究院表示,在经历2016-2021年持续攀升的繁荣期后,2022-2025年房地产经历了罕见的四年长周期下行,充分说明市场处于深刻调整过程中。连降四年,和房地产供求关系发生重大变化有直接关系,也警示市场存在需求不足的风险。   该研究院表示,截至目前,二手房交易规模总体不错,销售市场的形势分析需把新房二手房进行统筹,并理性看待。与此同时,要认识到潜在购房需求不足的问题,后续要在政策效应进一步释放以及需求挖掘方面发力,尤其要重视“去库存”工作。   日前出台的降二手房交易税费政策,便是当前市场存在一定症结的例证。在业内看来,近期二手房价格同比跌幅连续2个月扩大,好房子项目去化也有所下降,开始转向“价格竞争”;市场循环有所堵塞,“卖旧买新”的置换型需求减少,改善置换出现受阻。   因此,在全新到来的2026年,房地产行业止跌回稳的进程依然不容松懈。   中指研究院认为,2026年是“十五五”开局之年,中央经济工作会议对2026年经济工作进行全面部署,强调要坚定信心,实现“十五五”良好开局。房地产作为最大的内需之一,在扩大内需方面仍将发挥重要作用,接下来各项政策措施有望继续落实。   易居方面也认为,2026年是持续挖掘市场需求的关键年,尤其在城中村改造、危旧房改造、支持困难群体购房、引导二手房房东置换需求释放等方面,能够激发较多潜在的市场需求;好房子的建设将更加规范和具有吸引力,有力促进销售市场的向好发展。   与此同时,2026年“去库存”工作也将提速,或将出台更有力和精准的政策。中央经济工作会议已明确去库存导向,将其作为防范化解风险、稳住楼市的抓手。后续,各地或会加大力度收储存量商品房,以用作保障房房源,较快地实现库存规模的削减。   从长远来看,我国房地产行业仍有发展空间。据中指测算,“十五五”时期全国城镇住房需求总量约49.8亿平米。除了市场化商品住宅,保障性住房等也会消化部分增量需求,综合按照70%~80%的转化比例,未来五年新建商品住宅销售面积年均预计为7~8亿平米。   “行业深层次的结构性库存问题、房价预期等仍未完全解决,市场信心的修复仍需要更长过程。”克而瑞认为,展望2026年,市场整体将进入“弱复苏、缓平衡、深分化”的阶段,在保持政策的连续性和稳定性基础上,重塑市场新的供求平衡,实现房地产行业高质量发展。 【编辑:张燕玲】|dfg|
