    中国出台危险化学品安全法 对危化品储存使用等作出系统规定

    　　中新社北京12月27日电 (记者 谢雁冰)十四届全国人大常委会第十九次会议27日表决通过危险化学品安全法，自2026年5月1日起施行。 　　危险化学品安全法共10章127条，包括总则、规划布局、生产和储存安全、使用安全、经营安全、运输安全、危险化学品登记、事故应急救援、法律责任、附则。 　　全国人大常委会法工委社会法室负责人当天在答记者问时表示，危险化学品安全法涵盖危险化学品全链条、各环节，对化学品危险特性鉴定和危险化学品登记、生产、储存、使用、经营、运输以及应急救援的基本制度，作出系统规定，提出明确要求。 　　该负责人表示，危险化学品安全法将风险防范理念贯穿于条文规定中，并对隐患排查、风险评估、预警监测等作出专门规定，突出事故预防、长效治理。同时，面对危险化学品事故风险，强调应急救援作为保护人民群众生命财产安全的最后一道防线，专设一章对事故应急救援作出规定，尽可能降低事故影响，最大限度减少人员伤亡和财产损失。 　　危险化学品安全法还加大违法行为责任追究力度。其中明确对于部分严重违法行为，在追究相关单位法律责任的同时，对直接负责的主管人员和其他直接责任人员处以罚款；规定危险化学品单位的主要负责人未履行安全生产管理职责导致发生生产安全事故的，依法限制从业。 　　“危险化学品安全法既注重顶层制度设计，也扎根安全管理实际，对实践中的重点难点问题、高风险的安全隐患环节，尽可能作出明确具体的规定，为监管部门、危险化学品单位、从业人员提供清晰、可操作的依据，确保法律好操作、真管用、能落地。”这位负责人说。(完) 【编辑:刘欢】|dfg|
