    中国修改民用航空法 促进民航领域国际合作和对外开放

    　　中新社北京12月27日电 (记者 谢雁冰 李京泽)十四届全国人大常委会会议12月27日表决通过新修订的民用航空法，自2026年7月1日起施行。 　　这部新修订的法律共16章262条，涵盖航空器和航空人员管理、飞行服务和飞行保障等各方面。同时，增设“发展促进”专章，为促进民航业发展提供制度保障和政策支持。 　　新修订的民用航空法促进民航领域国际合作和对外开放，规定：国家坚持平等互利、合作共赢的方针，促进民用航空领域国际合作，积极参与国际民用航空标准制定，推进民航运输市场高水平开放，提升国际竞争力，并增加根据与外国政府签订的协定、协议开放航权的规定。 　　本次修改对低空经济发展作出多项制度安排，明确国家促进低空经济发展的政策导向，增加规定：国家采取措施优化低空空域资源配置，推动建设民用低空飞行和应用相关监管服务平台，建立健全适应低空经济发展要求的适航审定、飞行管理等制度和标准。 　　本次修改还进一步完善民用航空安全保障制度。比如加强民航安全保卫，授予机长在特殊情况下采取必要处置措施的权力，增设专章对民用航空安全保卫管理职责划分、民航安全检查、民航安全保卫方案的制定和备案等作出规定，禁止实施妨害民用航空运输安全和秩序的行为。 　　此外，本次民用航空法修改，将旅客权益保护作为重要内容。针对航班延误或取消，一方面要求公共航空运输企业、运输机场运营人减少因自身原因导致的航班延误或取消，另一方面细化公共航空运输企业、运输机场运营人的信息通告义务，并要求其做好客票变更、食宿安排等旅客服务工作。(完) 【编辑:苏亦瑜】|dfg|
