    贵州出台扩大民间投资18条举措 激发民间投资活力

    　　中新网贵阳1月4日电 (记者 张伟)《贵州省扩大民间投资三年行动方案》(以下简称，《方案》)于4日在贵州省人民政府官网正式对外公布。《方案》提出18条举措，以期增强民间投资信心，激发民间投资活力，推动贵州省民间投资高质量发展。 　　官方提出，贵州将坚持用市场办法、改革举措，持续优化民间投资发展环境，进一步扩大市场准入、打通投资堵点、破除隐性壁垒，强化项目建设、要素保障和政策支持，推动民间投资提质增效。计划到2027年，贵州全省民间投资增速高于全部固定资产投资增速，民间投资占固定资产投资的比重力争到42%左右。 　　《方案》提出八项重点任务，聚焦巩固提升工业民间投资、扩大特色优势产业民间投资、稳定房地产开发领域民间投资等方面。贵州计划围绕做优做强数智产业、新型综合能源、新能源新材料、优势矿产资源精深加工、酱香白酒、先进装备制造“六大产业集群”，纺织服装、生态食品、健康医药“三大特色产业”和各地主导产业，实施强化比较优势战略，遴选认定一批先进制造业集群并向社会公示。官方将支持民营企业通过增资扩股、股权转让、合资共设等方式，参与国有重大制造业项目建设。 　　《方案》明确，要推动民营企业参与“数智贵州”建设。贵州将实施“人工智能＋”行动，推动酱香白酒、化工、能源等行业领域大模型应用；支持民营龙头企业、链主企业、服务商建设综合性数字赋能平台，推动跨领域数据融通共用，加快民营企业数字化转型；依托全国一体化算力网络国家(贵州)枢纽节点，探索算电协同发展机制，鼓励具备条件的民营企业投资建设算力基础设施，加快算力资源规模化、绿色化发展。 　　《方案》指出，要引导民营企业参与低空经济发展。贵州将推动民营企业投资航空电池、无人机整机制造、起落架、机载悬挂等低空装备制造产业；鼓励民营企业有序参与低空基础设施建设，支持打造“低空＋”多元化应用场景。 　　为确保实现预期目标，《方案》强调，贵州将清理整治市场准入壁垒、落实政府和社会资本合作新机制、提高面向中小企业采购份额、提升企业投资服务效率、强化重点民间投资项目推介、落实财税支持政策等举措。 　　按照《方案》规划，贵州将持续优化企业投资项目审批流程，对列入工程建设审批制度改革清单的项目，建设工程规划许可、取水许可、压覆矿审批承诺时限分别控制在20个工作日、13个工作日、5个工作日内，民间投资项目全流程审批时限压缩在35个工作日内；优化民间投资项目动态储备机制， 筛选一批总投资5000万元人民币以上、预期收益率不低于行业平均水平的优质项目，定期向民间资本推介；落实突破关键核心技术科技型企业上市融资、并购重组“绿色通道”政策；鼓励银行业金融机构制定民营企业年度服务目标，加大对民营企业信贷投放，落实普惠信贷尽职免责和不良容忍度等。(完) 【编辑:曹子健】|dfg|
