    跨国公司本外币一体化资金池业务在全国范围推广

    　　中新网12月26日电 据中国人民银行网站消息，为深入贯彻党的二十届四中全会精神，扩大高水平对外开放，在总结前期跨国公司本外币一体化资金池试点经验的基础上，2025年12月26日，中国人民银行、国家外汇管理局联合发布《关于跨国公司本外币一体化资金池业务有关事宜的通知》(银发〔2025〕251号，以下简称《通知》)，在全国范围内推广跨国公司本外币一体化资金池业务。《通知》自发布之日起施行。 　　《通知》内容包括：一是建立本外币一体化资金池政策框架。将本外币资金池业务纳入统一管理，鼓励企业以本币开展资金池业务。同时明确由各地国家外汇局分局“一个窗口”对外，为企业办理资金池业务备案登记等，减少企业“脚底成本”。二是便利跨国公司跨境归集划转资金。设定与资金池成员企业所有者权益相挂钩的外债和境外放款集中额度，支持跨国公司额度内自主高效调配使用资金。三是完善资金池业务事中事后监督管理。明确跨国公司和合作银行资金池业务办理规范，要求各地中国人民银行分支机构、国家外汇局分局加强统计监测，开展非现场核查与现场检查，切实防范跨境资金流动风险。 　　下一步，中国人民银行和国家外汇管理局将不断优化跨国公司跨境资金管理政策，提升跨境贸易和投融资便利化水平，助力金融服务实体经济高质量发展。 【编辑:胡寒笑】|dfg|
