    　　中新社香港12月31日电 题：“希望市民短期内能看到北都建设成果”——专访香港发展局局长甯汉豪 　　中新社记者 戴梦岚 　　12月22日，河套深港科技创新合作区香港园区开园；12月29日，香港特区政府发展局公布成立洪水桥产业园有限公司，负责发展和营运位于北部都会区(简称“北都”)的洪水桥产业园区；12月30日起，发展局为洪水桥片区项目进行“双信封制”公开招标…… 　　近来，香港特区政府开发建设北都动作频密，发展局局长甯汉豪接受中新社记者专访时说，希望通过这些举措，“让市民短期内能看到北都建设成果”。 近期，香港特区政府发展局局长甯汉豪(左)接受中新社记者专访。　中新社记者 侯宇 摄 　　北都与深圳接壤，面积和未来人口约占香港三分之一，是香港的战略发展区域，具有巨大的经济价值和发展潜力。香港特区行政长官李家超在发表今年的施政报告时，用“心急如焚”形容推动北都发展的迫切心情。 　　“特首用‘心急’这个词，我想是出于加快推动香港发展的心愿。”甯汉豪表示，在当今世界格局下，香港一定要有实体经济产业，北都为香港提供了广阔的产业、居住及基建和社区设施用地，是未来重要的发展空间。“临近北都的广东省发展速度非常快，我们要加把劲，发挥北都的最大作用。” 　　新一份施政报告中还提到，将订立加快发展北都专属法例。甯汉豪透露，明年第一季度，特区政府将就这部专属法例展开公众咨询。 　　她介绍，目前考虑专属法例内容主要分为两个方面。一是和北都建设规划相关，待相关产业园区规划发布后，如果发现新的社会经济需要，规划或需弹性调整。二是为北都发展“拆墙松绑”，例如若园区建设阶段需要24小时施工，就要相应调整噪音管制要求；园区进入营运阶段后，需要调整人流、物流、资金流及数据和生物样本流等方面的法律条文，让创科要素在中国内地和香港间更便利地流通。“期待这部法例能处理上述几方面的工作。” 　　今年10月，甯汉豪随香港特区代表团考察北京城市副中心和河北雄安新区。她坦言，这两个内地新区的开发建设经验，给香港开发建设北都很大启发。 　　“两个新区都强调不追求量或者最大容积率，而是追求质量，希望建设成‘公园中的城市’。”甯汉豪说，北都建设也会按类似思路，容积率控制在3至5，不会像现在香港岛和九龙那样，容积率动辄达到7至9。此外，内地新区在招商引资方面给予企业最大弹性、为企业量身定制政策，相关做法亦为北都开发建设提供参考。 　　谈及对北都未来发展的设想时，甯汉豪说，“我相信，10年后的北都，会和现在有很大分别。”她为记者仔细算了一笔账——未来10年，北都将为香港提供1800公顷“熟地”(指已完成规划、清拆及平整工程等程序，可随时动工发展的土地)。部分“熟地”会启动上盖建设，届时将可供应约24万个新住宅单位和1000万平方米的经济楼面。 　　“这个数量是可观的，到时真的能看到。”深耕香港发展议题多年的甯汉豪说，特区政府正通过制度和机制创新，加快推动北都相关项目逐步落地实施，希望市民在不远的将来，能在北都看到实实在在的建设进展。(完) 【编辑:曹子健】|dfg|
