    海南洋浦口岸国际枢纽港建设初现规模

    　　中新网海口12月30日电(记者 符宇群)记者30日从海南省新闻办公室举办的新闻发布会上获悉，今年以来，洋浦港口岸出入境港船舶达4400余艘次，其中洋浦国际集装箱码头出入境港船舶达1300余艘次，同比增长42%，集装箱吞吐量已达310万标箱，同比增长74%，洋浦口岸国际枢纽港建设初现规模。 　　洋浦出入境边防检查站站长李明光在发布会上介绍，洋浦港作为海南自贸港西部陆海新通道国际航运枢纽，口岸船舶“大进大出”“快进快出”的特点日趋明显。围绕洋浦口岸开放发展，洋浦出入境边防检查站主要采取三项措施： 　　一是推出服务前移。把边检服务窗口前移至港区一线，实行7×24小时全天候通关服务，全面落实边检行政许可、船舶申报手续全程网办，让数据多跑路，让民众少跑腿，保障船舶到港作业“零等待”、离港验放“零延时”。优化协作机制，联合驻地海关、公安出入境为船员实施“证件联办、同场查验”一站式服务，相关手续办理平均缩短30分钟。 　　二是保障高效畅通。积极探索“一港一策”“一船一策”定制化服务，先后针对不同类型国际航行船舶推出一次性办结入出境手续、预约通关、线上申报边检行政许可等7项便民利企通关举措，为载运大宗商品、鲜活产品、民生物资的出入境船舶开设快捷通道、到港即作业等服务，大幅压缩船舶通关时间30%。 　　三是简化查验手续。全力支持洋浦国际保税油供应产业发展需要，简化锚地加注保税燃油船舶检查手续，累计为1300艘船舶提供通关便利，节省船舶在锚地等候时间2000余小时，节约成本近4000万元。(完) 【编辑:王琴】|dfg|
