    广西筑牢基层健康“网底” 提升县域医疗服务能力

    　　中新网南宁12月30日电 (黄艳梅 奠佳瑶)广西壮族自治区卫生健康委员会30日举行新闻发布会介绍，广西坚持“以基层为重点”，以创建上思县国家基层卫生健康综合试验区建设为契机，加快自治区基层卫生健康综合试验区建设，以点带面强化示范引领，助推全区基层卫生健康事业改革和高质量发展。 图为新闻发布会现场。广西壮族自治区卫生健康委员会 供图 　　据广西壮族自治区卫生健康委员会基层处处长黄威介绍，自2023年起，广西累计投入4.5亿元人民币，除支持上思县国家基层卫生健康综合试验区建设外，还分三批支持广西14个设区市各自建设一个自治区级试验区，通过创新体制机制、完善服务体系，带动全区基层服务能力显著提升。 　　广西强化多部门协同，支持试验区建设形成政策合力。截至2025年底，15个试验区县域医共体建设全部达到“紧密型”标准，县域影像、心电、检验、诊断等共享中心基本建成，通过推广“分布式检查、集中式诊断”模式，乡镇卫生院医学影像中心覆盖率提升至80%。试验区县级医院人员、管理、技术、服务“四个下沉”有序开展，已覆盖辖区所有乡镇卫生院和社区卫生服务中心。 　　广西立足实际，在革命老区和大石山区的县、区打造“资源下沉型”试点，重点探索三级医院对口帮扶、医疗设备共享、药品联动机制；在人口大县打造“人才稳定型”试点，推行“县聘乡用、乡聘村用”及职称倾斜政策；在城区打造“智慧医疗型”试点，推广远程会诊、AI(人工智能)辅助诊断、社区医院建设；在边境县、少数民族县打造“边民健康型”试点，整合跨境医疗协作、壮瑶医特色服务与公共卫生防控资源。 　　截至2025年底，广西100%的县级医院、近95%的基层医疗卫生机构服务能力达到国家服务能力标准，建成204家社区医院，基层医疗卫生服务能力得到明显提升。 　　广西上思县聚焦县域常见病、多发病和六种重点慢性病，系统构建“防、治、康、管”全链条健康服务体系，努力让有限资金发挥最大效益，让民众健康更有保障。全县基层医疗卫生机构100%达到服务能力基本标准，其中3家达到推荐标准，乡镇卫生院新开展适宜新技术79项，基层合理用药率提升至95%，全人群家庭医生签约服务覆盖率快速提升至80%，患者对乡镇卫生院总体满意率超过97%。 　　素有“中国南大门”之称的凭祥市(广西崇左市下辖县级市)，聚焦边民需求，织密基层“四张服务网”(“村级急救网”“家门健康网”“药品保障网”“医防融合网”)。凭祥市积极构建高效“一体化”管理体系，今年1月至11月，全市公立医疗机构总诊疗量同比增长5.89%，基层医疗机构诊疗量同比增长30.95%，门诊、住院患者人均医药费用同比下降15.43%和10.16%，民众就医负担切实减轻。(完) 【编辑:李润泽】|dfg|
